English Councils Plan to Sell Off Social Clubs and Sports Centres to Manage Finances

According to a new survey of local authorities, UK councils are preparing to offload social clubs, athletic facilities, and shopping arcades as they bet on a fire sale of properties to stabilize finances.

Increasing Financial Challenges Prompt Asset Sales

A coalition of councils representing major urban areas in England reported that six out of ten of local authorities are intending to sell assets to meet the escalating costs of social services for vulnerable individuals.

Local governments have in the past faced criticism for selling playing fields and open spaces to support their finances, but they contend they must proceed to generate essential revenue from property disposals or declare themselves bankrupt.

This coalition said that a high proportion of councils attempting to generate funds from a fire sale of assets represented “a distinct shift from 2024, when the largest share (six in ten) of local leaders stated they would focus on restructuring services and using financial reserves to manage growing financial challenges.”

Specific Cases of Proposed Disposals

Medway Council in Kent said its property management strategy included the disposal of a retail complex in a local town and a community venue in Rochester to generate £20m over the next half-decade.

  • Gillingham golf club and commercial properties owned in two English counties, which all provide rental income for the authority, will also be disposed of under the strategy.

Local Levy Rises and Broader Fiscal Pressures

This research of councils in the key cities group, which includes several urban centers, further found that over seven in ten of councils will need to raise local levies next April to cover the growing cost of core provisions, increased rates of housing insecurity, and a persistent accommodation deficit.

Medway council explained it will proceed with property disposals after sharp increases in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are adopting creative strategies but some of these require time to deliver both better provisions and financial savings,” stated a council leader.

He added: “We face demographic pressures which will continue to increase the pressures we have. As a local government body, we had a 91% cut in our revenue support grant from 2010-24, which is very challenging.”

Countrywide Patterns and Projections

Research of county councils this week also found local finances being strained by the growing number of children and older individuals requiring special educational assistance.

A network of councils said that local shortfalls will reach £4.4bn a year by 2029, as they struggle to manage increased demand.

Ministers have put off planned reforms to the special educational needs framework until next year after a policy document outlining those reforms has been postponed.

Disadvantage and Financial Shortfalls

According to the latest deprivation measures (the Index of Multiple Deprivation) covering UK local authorities, several key cities members were included in the most deprived in England.

  • “Member cities like several major towns place in the most deprived 30 nationally under the 2025 IMD measures,” noted the study.

“Although only one key city is in the ten most deprived for disadvantaged communities countrywide, urban areas are far more likely to be in the worst-off 20% of the nation. The figures underscores the scale of difficulties confronting local leaders across key cities in the next twelve months,” the report concluded.

“Council officials have been clear about the necessity for a fair and sustainable funding system that reflects and responds to the actual extent of deprivation and need,” stated a council leader.

“Lacking this, councils will persist to face impossible choices around which vital provisions to allocate spend to, and which to cut, to the disadvantage of their communities.”

A fifth of councils have reduced or weakened social care provision in the past 12 months, the study found.
